  1. TIME AND PLACE FOR SCHEDULED OPENING OF BIDS: Sealed bids for the improvements described below will be received at the Owner’s offices at:

       Until 11:00 A.M., Friday, August 15, 2025.  Bids will be opened and read publicly.
 
  1. AVAILABILITY OF CONTRACT DOCUMENTS: On July 25, 2025 after 9:00 A.M., Bid Packets may be obtained via the Engineer's website (www.gha-engineers.com) by clicking the "bidding center" banner link.   1. PREQUALIFICATION OF BIDDERS: All bidders will submit along with their respective bid documents, a resumé of similar projects performed, each with location, type of work, approximate completion date, and project engineering firm. Additionally, all bidders will submit a list of equipment owned by, or available to them, for the efficient pursuance of the project.  The York Center Park District encourages "minority" business firms to submit bids for this Knolls Community Park improvements project and also encourages successful contract bidders to utilize minority businesses as subcontractors for supplies, equipment, services, and construction.
 
  1. PROGRESS SCHEDULE: All bidders will submit along with their respective bid documents, a satisfactory progress schedule or critical path schedule which shall show the proposed sequence of work, and how the Contractor proposes to complete the various items of work on or before the completion date for each phase.  Failure to provide a satisfactory progress schedule in the bid package will, at the discretion of the District, be disqualified.
 
  1. WAGES OF EMPLOYEES: Not less than the prevailing rate of wages as found by the Department of Labor, Illinois Prevailing Wage Act (820 ILCS 130/1-12) or determined by a court on review shall be paid to all laborers, workers and mechanics performing work under this contract. Certified payroll documentation of general contractor’s and all sub-contractors’ laborers will be required and submitted online.
 
  1. CONTRACT AWARD & REJECTION OF BIDS: Contract award shall be made to the lowest responsible bidder whose bid properly addresses and complies with the Invitation to Bid and is most advantageous to the local sponsor; price and other factors considered. The Owner reserves the right to reject any and all bids and bidders and to waive technicalities.
 
  1. LOCATION OF THE WORK: Knolls Community Park, under the York Center Park District authority, is near the Village of Lombard, and under the permitting requirements for DuPage County and accessible from a DuPage County roadway.
 
  1. DESCRIPTION OF WORK: Project will include but not limited to: Asphalt access trails paving, sidewalk removal and replacement, concrete curb installation, fence installation, construction of pickleball courts and color coat, retaining wall, nature play area with shelter, restoration and other items needed to complete the proposed improvements. This project is to be bid as a lump sum contract with supplemental unit prices.
This project is being financed, in part, with funds from the Illinois Department of Natural Resources, "Open Space Lands Acquisition & Development” (OSLAD) grant program.
 
  1. BID SECURITY: Bid security in the form of a Bid Bond or Certified Check for ten percent (10%) of the base bid made payable to the York Center Park District shall accompany the bid.
 
  1. CONSTRUCTION SCHEDULE: Project is anticipated to be approved at the Board Meeting on Tuesday, August 19, 2025 at 5:00 P.M. The Contractor shall begin the work to be performed under the contract in the fall of 2025. The Contractor shall complete all major activities (not including color coat, shelter and restoration) by November 30, 2025. Final project completion shall be March 31, 2026. In case of failure to complete the work on time, liquidated damages shall be assessed in accordance with Article 108.09 of the Standard Specifications or other applicable BDE Special Provisions shall apply.
